Patagonia takes back clothing from their own lines of clothing.
Consignment shops take many items, and they do have rules and you must be sure they are not dirty or ripped. Plus, a good consignment shop will ask you to make an appointment to bring in your clothing or shoes.
Perhaps check around about how to reuse your item prior to dumping items in the nearest clothing bin as they throw away 95% of what is thrown into the big bins.
As for cosmetics, give only new and unused items.
Just because a person is poor does not mean they should be treated with dignity.
I worked at a woman’s center and so many people would bring in used shampoo, cosmetics and soaps that were not even fit for the garbage can and were actually insulted when the person was told we would not take their trash.
