I know exactly what you mean. For me, it starts with dark eyeliner—I prefer a dark brown in either pencil or gel. Since I have hooded, deep-set eyes, I also use a medium brown on the lid for added definition. Two coats of the blackest mascara make them pop. Filling in your eyebrows helps to add strength to the face.
I also use a retouching face pencil under the eyes and at the inner corners. It does wonders for brightening and opening them up
